Citizens Advice Scotland (CAS) uses research and evidence to put consumers at the heart of policy and regulation in the energy, post and water sectors in Scotland. We work with government, regulators and business to put consumers first, designing policy and practice around their needs and aspirations.
CAS is the Scottish consumer advocate on energy network issues. Although separate organisations, we work closely with Citizens Advice England and Wales in this area. Our response below focuses on Scottish specific points which we believe are important considerations for the TCR.

The Social Security Charter has the potential to improve the experience of using the social security system for people who need support from it. CAS broadly welcomes the content of the draft Charter. It is essential that these commitments are embedded into the system in practice, and go beyond ‘words on a page’.

A report for Citizens Advice Scotland by Sarah O'Neill ConsultingPublication date:December 2018
Sarah O’Neill Consulting was commissioned by Citizens Advice Scotland (CAS) to carry out research into the role of the Citizens Advice Bureau (CAB) service within the legal advice/access to justice landscape in Scotland.
The purpose of the research was to describe and explore:
> the nature and extent of the role of the CAB service in Scotland within the legal advice/legal services landscape, in dealing with and resolving people’s civil justice problems.
> the quality assurance arrangements which are in place for the training and regulation/accreditation of CAB advisers and court/tribunal representatives.
> the benefits which the work done by the CAB service in Scotland brings in terms of both the wider public interest and for consumers, including a focus on early resolution/ prevention of escalation of problems.The report found that the CAB service in Scotland plays a key role within the access to justice landscape, at all stages of a client’s ‘journey’. Hundreds of thousands of people who experience civil justice problems are reliant on its services to obtain access to justice. Bureaux provide vital support to clients who are often vulnerable, and who would find it difficult to access the same level of advice and support elsewhere. The entire justice system is therefore heavily dependent on the services which they offer.
In the words of one bureau manager: ‘if we didn’t exist, I think you would need to invent us’.

Citizens Advice Scotland (CAS) supports the introduction of the Young Carer Grant, which is the first entirely new benefit to be created under powers devolved in the Scotland Act 2016. Young carers in full-time education currently are ineligible for support from Carer’s Allowance, but as is recognised from evidence in the consultation document, they face a range of issues as a result of their caring role at a critical time of transition in their lives.

Findings from the Citizens Advice Scotland national survey on food affordability, access and availabilityPublication date:December 2018
The Citizens Advice Network sought to better understand the day-to-day realities that people in Scotland face when bringing food to the table. In order to achieve this, a survey was launched via both Citizens Advice Bureaux and media platforms (social and traditional). Ultimately, over 2,650 people living in Scotland took the time to complete the survey.

Citizens Advice Scotland (CAS) welcomes the opportunity to contribute to this important discussion on the future of housing in Scotland. In 2017/2018, Scottish Citizens Advice Bureaux (CAB) advised clients on 46,777 housing issues, making housing the fourth largest area of advice provided by the network. This response is shaped by our evidence on the many and varied housing issues that CAB clients face, as well as by our Consumer Futures statutory responsibilities.

The Green Deal was a UK Government scheme which enabled consumers to borrow money to pay for energy saving home improvements. Citizens Advice Scotland is raising concerns over the practices of one Green Deal supplier – Home Energy and Lifestyle Management Systems (HELMS).

Citizens Advice Scotland, Money Advice Scotland and StepChange believe that the prescriptive period for Council Tax arrears and reserved social security benefits and tax credit debt should be reduced from 20 years to five years. We support amendments which would remove the exemptions in the Bill for these debts.

Whilst the Scottish social security system should make provision for the investigation of fraud, it is important that a clear distinction is drawn between intentional fraud and unintentional error, such as not reporting a change of circumstances unknowingly.
