Holyrood Must Use New Powers To Create Fairer Welfare System
Over a third of benefit claimants surveyed by Citizens Advice Scotland (CAS) in the last few months say they are ‘unable to get by’ on the income they receive, and regularly need the help of family, friends or foodbanks.
The figures are published today (Thursday) as CAS sets out its vision of how Scotland’s new social security system should work, after the devolution of significant new powers through the Scotland Bill.

From 6 April 2016, if you live in Scotland, some of your Income Tax will be paid to the Scottish Government. This is a change from the current system where all Income Tax is paid to the UK Government. HMRC will be contacting you shortly to check if you are a Scottish tax payer.

The Chancellor of the Exchequer has announced the UK Government’s Spending Review and Autumn Statement. It contains a number of changes to social security benefits. As has been widely reported, previously announced cuts to tax credits have been reversed (although not in their entirety), but the equivalent changes in Universal Credit remain. The Chancellor also announced changes to Housing Benefit, JSA and ESA.

Citizens Advice Scotland has welcomed a report from the House of Commons Public Accounts Committee that calls on HMRC to produce a detailed plan setting out how and when it will provide an acceptable standard of customer service. In the first half of 2015, HMRC answered only 50% of the calls received by its contact centres.

Citizens Advice Service in Scotland has today published new evidence showing how it has met the steep rise in consumer demand for energy advice over the last few years.
Since 2011, the number of instances in which we have issued energy advice has increased by 130%. In 2014/15 alone we provided advice and support on 28,000 energy issues experienced by consumers throughout Scotland.
Today, on the eve of this years Big Energy Savings Week, we publish two new reports, showing Energy Advice in Detail – one for 2013/14 and one for 2014/15.

Citizens Advice Scotland has welcomed Ian Duncan Smith’s announcement that benefit claimants will receive a ‘yellow card’ warning before having their benefits sanctioned. However the charity believes there are still many other flaws in the sanctions system, that it pushes many people into poverty, and that it still needs to be fully reviewed.

A new report published today (Tuesday) reveals that a million consumers in rural Scotland are still being hit by unfair delivery charges. The report is the latest in a long campaign by Citizens Advice Scotland (CAS), and comes on the day that MPs are due to debate the issue in the House of Commons.

Citizens Advice Scotland is today urging the Competition and Markets Authority to take firm action to protect energy customers in Scotland.
CAS will make the call while giving evidence this afternoon to the CMA in London on the plight of Scottish energy consumers. The charity says a higher proportion of Scots use pre-payment meters and electric heating compared with the rest of Britain, and so need more support.

Scotland’s workforce are caught in a cruel trap of low incomes and poor working conditions, according to new evidence published today (Friday) by Citizens Advice Scotland.
In a report to the Scottish Parliament’s Economy, Energy and Tourism committee, CAS reveals that the numbers of employment cases seen by Scottish CABs has risen by 12% in the last four years, and is now at its highest level ever. The most common cases include low pay, with-held wages, as well as unfair dismissal, bullying, exploitation, racism and discrimination.
